This economy and its uncertainty is the driving force for all our decisions at a town level right now. We will soon have the final figures in for our 2008-2009 budget, and will be taking action to close the deficit by utilizing any potential surplus funds we have accumulated. Using some funds was the only alternative to sending out a supplemental tax to cover the shortfall, which was created by last minute changes to the state budget by the legislature .(The result of taking those funds, means that we are getting dangerously close to affecting our bond rating). The burden should not be placed on the backs of the citizens, for poor spending strategies at the state level. 
 
However, this year's challenge, and the upcoming budget for 2009-2010, are facing us head on. We all know that unemployment is over 12% in our state. Keeping jobs is more important than ever, but everyone must be very clear about what this means and how to achieve collective goals. We must holding firm to reduce spending. Costs are escalating with little new revenue expected to be generated . The math is simple: no new revenue + increased costs = reduction in spending.
 
As a result of that reality, all unions are currently at the table, working to protect their rights, as well as realistically embrace the true magnitude of a recession. Teachers, Police and Municipal employees, and their negotiating teams, are rolling up their sleeves and making tough choices. The financial results of these and other decisions will be adopted over the next several weeks and months.
 
The Town Council, School Committee and I have been working as a team, meeting on a regular basis, even Saturday mornings, to educate each other about needs, impact on services and long term effects. Our willingness to share information with each other, will make all the difference in the final outcomes for our town.
 
Decisions the may soon take affect:
  • A reorganized 35 hour work week for Town Hall employees. New potential Town Hall hours: 7:30-4:30, M-W; 7:30-5:30 Thurs.
  • Adoption of a "Rural Skies" program to strategically reduce street lights, preserve rural character and save money
  • Very strict requirements for residential and school recycling--new program to unfold in next several weeks
  • Strategizing to make NS a "Green" community

Administrator's Message: April 30, 2009

 
I am in the process of working on a proactive course of action that includes fire, police, emergency management and the school department, in the event that the swine flu affects our community. Please be assured that we have a plan, and we have completed a successful town-wide emergency drill at the high school, which included rehearsing a protocol for distribution of medication if needed. We have recently met with the Red Cross and our public safety team is in close contact with state and local officials. 
 
Our town has experienced lay offs and reduction in staff in several departments. I will be addressing any potential staffing issues that could arise. I am following all town Charter provisions to ensure that administration of services is accomplished with minimal disruption to town residents.
 
I urge all residents to follow universal precautions in their own lives, such as washing hands frequently, coughing into your sleeve and staying home if you feel ill.
 
We will keep you updated as we monitor the situation.

Adopt a Pet: Meet Momma

Momma is a pretty, 1-1/2 year old, short-haired, spayed female, calico cat available from the North Smithfield Animal Control Center.  Momma's shots are up to date and she has tested negative for FIV and leukemia.  Visiting hours are Monday-Friday from noon to 2:30 p.m.; Saturday from 11 a.m. to 2 p.m.; Sunday from 9 to 11 a.m.  For more information, please call 766-0377.
