Town Clerk FAQs

Where and when does the town council meet?

The town council meets every 1st and 3rd Monday evening beginning at 7:00pm. The first meeting of the month is a workshop and the second meeting of the month is a regular town meeting. All town council meetings are held at Kendall Dean School, located at 83 Greene Street, North Smithfield unless otherwise noted due to a public meeting.

How do I know where and when various commissions and board meetings are held?

All agendas are posted 48 hours prior to all scheduled commission, committee, board, and town council meetings at both the Town Hall and Municipal Annex offices on the bulletin boards, indicating the time and place of each meeting.

When are dog licenses due?

To register your dog within the town of North Smithfield, you have four months that you must register your dog between January 2nd and April 30th of every year. If registering your dog after the April 30th date, you will impose a late fee of $5.00 per dog. You must also bring with you a copy of your dog's rabies certificate when purchasing a license.

Where and which polling place do I go to vote?

A street listing is posted within this website located under Street Listing For Voting Info PDF, assigning a polling place based on your street location. Refer to the street listing. Each precinct is broken down by number and then by polling place. Please refer to the precinct and then refer to your street. At times, polling precincts may be combined. Announcements will be made in the local newspapers before each election.

Building/Inspection/Zoning FAQs

What is the zoning of my property?

When requesting this information please have available the Assessors Plat & Lot number and/or the current owner's name. This will help in identifying the exact location of the property on the Plat Maps.

Can I operate a business from my home?

Always call or stop by the Building/Zoning Office with all of your information regarding the business that you are intending on operating from your house. This information has to be evaluated by the Zoning Official to see if it is a permitted use or a use that would be allowed by a special use permit from the Zoning Board or not permitted at all.

When is a building permit required?

A building permit is required when an owner or authorized agent intends to construct, enlarge, alter, repair, move or demolish a structure or building.

Do I need a building permit for a swimming pool (above or in-ground), tool shed, gazebo, and vinyl siding or replacement windows?

When in doubt, call the Building Office at 401-767-2207 (ext.309) and consult with the Building Official.  The answer is "Yes" to all the above.

Do I bring my plans to the fire department?


No. Bring two sets of plans to Building Inspection. At that time, you will complete a permit; it is logged in and then sent to the Fire Department.

What inspections are required after a building permit has been issued?

There are several inspections required and it depends on the project which ones become applicable.  For a new home or addition. a hole inspection is the first inspection required.  The hole shall not have any stone in it so the inspector can determine if the soil has the proper bearing capacity or that the hole is deep enough.  Second inspection will be a concrete for inspection prior to pouring, third is a prior to backfill inspection, fourth is a rough inspection and fifth is a final inspection.  Again, depending  on the project, some or all inspections may be required.

Do you have plans showing the location of my septic system?

Whether we have your Onsite Wastewater Treatment Systems (OWTS) plans on file depends upon the age of the system.  Systems more than 25 years old will probably not be in our file.

What can I do if I have a problem with a contractor?

The Rhode Island attorney general's office urges homeowners with building contractor problems to contact the state Contractors' Registration Board to make sure a contractor is licensed. The board can be reached at (401) 222-1270 or through its Web site at  www.crb.state.ri.us.  (The board also can tell you whether complaints have been filed against a contractor.)

Make sure the contractor is insured.  Make sure the contractor gives you references and contacts from previous jobs.  Once the work begins or is completed, if you believe that your contractor has done negligent work, breached a contract, or otherwise caused damage, you can file a complaint against the contractor with the Contractors' Registration Board.

If a claim is filed, the board can send an investigator to the site to look at the claim items and attempt to resolve the dispute. If the dispute continues, the board offers a hearing and appeals process.  The Contractors' Registration Board can help homeowners with both registered and unregistered contractors.  Claims must be filed within one year of completion of the work or within one year of the unfinished work being started.

How often does the town conduct a revaluation of real estate?

The town conducts a revaluation of real estate every three years. The last revaluation was done as of December 31, 2006. The next revaluation is scheduled for 2009.

When and where do I appeal my motor vehicle taxes?

For motor vehicle taxes, an appeal of the presumptive value must be filed within thirty (30) days of the mailing of the tax bill in the Tax Assessor's office. All taxes must be current in order to appeal.

Where and when do I appeal my water and sewer bills?

The sewer and water bills can be appealed in the Tax Collector's office. All bills must be current to appeal.

Why do I mail by tax payments to Boston, MA?

A. Bank of America, which handles our payments received by mail, has a processing center in Boston, MA.

How do I release a tax block with the Registry of Motor Vehicles?

All motor vehicle taxes must be paid in full with certified funds (cash, money order, or credit card). If payment is made by credit card, please contact the tax office at 401-767-2200 ext 511 with your confirmation number, for a registry release. If paying in person, a release will be issued.

What do I do if my trash/recycling is not picked up?

How do I go about obtaining a new recycling bin?

You can obtain both blue and green bins either at Town Hall or here at The Highway Department. The cost per bin is $7.00.

How do I dispose of Hazardous Waste?

These items can be disposed of at the Rhode Island Resource Recovery's Eco Depot by appointment only. RI residents may schedule an appointment by contacting Eco-Depot at 942-1430 ext. 241.

How do I dispose of appliances (i.e. refrigerators and stoves)?

Call Coastal Recycling at 1-800-266-3188 to set up an appointment for pick up. Before placing appliance on curb be sure to take all doors off for safety reasons.

Planning FAQs

Can I subdivide my land?

It depends on the parcel acreage, frontage and the dimensional requirements of the particular zoning district where the land is located.  Other factors such as the suitability of that land to support development need to be considered.  For instance, areas containing wetlands, steep slopes(>20%), floodplains and those areas within easements are considered unsuitable for development and these areas not counted toward that lot yield of a particular parcel.
