Legislative Provision

In 1987, the Rhode Island General Assembly passed the Rhode Island Substance Abuse Prevention Act (RISAPA) – RI General Laws 16-21.2 – to promote comprehensive prevention programming at the community level. Fund for the RISAPA is provided through an annual legislative appropriation administered by the Department of Mental Health, Retardation and Hospitals (MHRH). Thirty-five municipal task forces, representing all of the State’s thirty-nine cities and towns, conduct local needs assessments; and engage in planning, implementation, and evaluation of preventive interventions designed to produce long-term reductions in rates of alcohol, tobacco, and other drug use and abuse.
